* Transport:

- Fixes and cleanups when NTCP and/or UDP transports disabled
      - More TCP removal cleanup
      - Clean up bandwidth limiting, centralize defaults
      - Force burst to be >= limit
      - Increase default bw to 48/24, burst 64/32
