- Ensure failsafe pumper code gets run on schedule
    - Don't copy the read buffers
    - Adjust minimum read buffers based on memory
    - New i2np.ntcp.useDirectBuffer option (default false)
    - Mark peer unreachable when read failure is during establishment
    - Change some Reader Lists to Sets to avoid linear search
    - Log tweaks, debugging, new loop stats
